K.S.A. 45-218 requires prompt action and, when access is not immediate, a detailed delay explanation and earliest availability by the end of the third business day. K.S.A. 45-219 permits reasonable actual-cost fees. A bounded range and selected fields reduce search, review, and redaction work. If a field is withheld, ask for the cited exemption and any segregable nonexempt part.


Ellis County's Overwritten Roster Problem

The Alpha Prisoner Listing's stable URL appears to receive a newly printed current snapshot. It shows booking and housing data but has no 24-hour or 72-hour window, no release fields, and no published retention period. Saving two copies and comparing them can reveal that a name changed, but it cannot explain why.

Identity differences may also create false changes. Hyphenated names, reversed surnames, aliases, middle-name differences, spelling errors, and common names can all affect a manual comparison. Use birth date and booking or inmate numbers when available. Avoid exposing more personal information than needed to verify the event.

KASPER has a different timing rule: it updates each working day. It also cannot display community-corrections probation events after April 21, 2021. KASPER is appropriate only if an Ellis County person entered KDOC custody or supervision. It cannot fill the county's missing three-day jail archive for county-only bookings.

Lead: a roster change worth checking. Confirmation: an agency event or record that states release, transfer, or another disposition.

For each person, make a custody timeline with the snapshot print time, any VINE event, the court order date, and the jail's actual movement entry. Those timestamps may differ without contradicting one another. The court controls the legal case, while the jail controls the record of physical departure. A receiving authority controls the next period.

Keep release types separate. Bond or recognizance permits physical release while the case continues. Time served or sentence completion describes the custodial basis recorded for that matter. The charging court can explain why a weekend departure occurred, but choose the right court.
